NTTP-9: blockchain version 3

This proposal will encompass all changes that will be implemented for Nyzo blockchain version 3.

The changes will include:

• elimination of seed transactions and the seed-funding account, replaced by direct rewards from the cycle account
• addition of the cycle-digest hash to the block
• activation of the fee correction from version 580
• account aliases (NTTP-1)
